Scindia Draws the Line: Vi’s Govt Stake Capped, BSNL to Power Up with Indigenous 5G
The Indian telecom sector stands at a junction with the government firmly delineating its stance towards Vodafone Idea's financial dues and laying the ground for the rollout of a purely indigenous 5G network by state-run BSNL. Communications Minister Jyotiraditya Scindia has explained the government's stance on both sides, marking a new dawn of self-reliance and financial prudence in the sector.

Key Points
Vodafone Idea: No Government Assistance Till Dues are Settled
  • The government will not raise its stake in Vodafone Idea higher than the current level of 49%, making out any further statutory dues conversion to equity impossible.
  • Minister Scindia asserted that Vodafone Idea should pay its dues for adjusted gross revenue (AGR) and spectrum to the government independently.
  • The government does not want to convert Vodafone Idea into a public sector undertaking by creating a gray area between private and state-operated operators.
  • There is no merger plan between Vodafone Idea and BSNL.
BSNL: Domestic 5G Rollout on Schedule
  • BSNL will finish installing 100,000 domestically developed 4G towers by May-June 2025, after which it will start its 5G transition.
  • The entire 5G network will be run on Indian technology, with no foreign equipment vendors.
  • India becomes a member of a select few nations—along with China, South Korea, Finland, and Sweden—that have created their own 4G/5G technology stacks.
  • BSNL's 5G upgrade will both incorporate hardware and software enhancements to support next-generation connectivity.
The government sees India becoming a global player and exporter of telecom technology, with the intention of creating a Telecom Manufacturing Zone to increase local production.

Industry Context and Broader Initiatives
  • The government is also prioritizing enhancing domestic telecom production and is in talks with industry stakeholders to establish this ecosystem.
  • Initiatives are being made to fight spam calls and telecom fraud by intensifying cooperation with regulators, banks, and enforcement authorities.
India has made fast 5G deployment across the country, with private operators already serving 80% of the population within less than two years.
