A recent report by the Council on Energy, Environment and Water (CEEW) reveals that 12 Indian states have adopted net billing for rooftop solar connections, marking a significant step forward in the country's renewable energy journey. Net billing allows consumers to receive credit for the electricity they generate and export to the grid, promoting efficient energy use and incentivizing solar adoption.
The report highlights that 13 states and union territories have also embraced group net metering, enabling multiple consumers to share the benefits of a single rooftop solar system. Additionally, 10 states offer all five types of metering arrangements, including net metering, gross metering, and virtual metering, showcasing diverse approaches to solar integration.
Despite these advancements, the report points out inconsistencies in regulatory language across states, which could hinder the harmonization of metering models. It also emphasizes the need for proactive interventions by state electricity regulatory commissions to accelerate the adoption of modern metering regimes.
CEEW recommends setting clear targets for rooftop solar adoption, mandating solarization of government buildings, and creating economic incentives for consumers. These measures aim to align metering arrangements with state objectives and foster innovative business models for solar energy.
