In a move aimed at resolving universal grievances against ad hoc school fee increases, the Delhi Cabinet has sanctioned the Delhi School Education Transparency in Fixation and Regulation of Fees Bill, 2025. The proposed legislation, which will be tabled in the Assembly after the Cabinet's clearance, will come into effect across all 1,677 government-aided and private unaided schools in the city, seeking to introduce fairness and transparency in fee fixation and enhancement.
Chief Minister Rekha Gupta made the announcement after months of growing irritation among parents, who protested outside a number of schools over huge fee hikes and alleged harassment of students for not paying. In response, the government sent District Magistrates to raid schools and ordered audits, which uncovered a lack of well-defined rules under the current 1973 law.
The new bill introduces a three-tier committee system involving parents, teachers, and government officials to oversee and approve any proposed fee hikes. Education Minister Ashish Sood emphasized that this permanent solution replaces previous stop-gap measures like show-cause notices, ensuring schools can no longer raise fees at will.
This historic step is expected to enhance transparency, protect families from financial strain, and restore trust in Delhi’s education system.
