Mumbai International Airport will initiate hand-carriage jewellery export operations from May 1, 2025, a landmark moment for India's gem and jewellery sector. This initiative, facilitated by a new Central Board of Indirect Taxes and Customs (CBIC) circular, enables exporters to carry jewellery consignments personally overseas, reducing logistics and increasing global competitiveness.

Key Highlights:
  • The CBIC streamlined the hand-carriage export process by way of a circular dated March 28, 2025, after years of lobbying by the Gem & Jewellery Export Promotion Council (GJEPC) on behalf of the industry.
  • There was a successful mock drill on April 24, 2025, between major stakeholders like Bharat Diamond Bourse, BVC, Airport Customs, and the GJEPC, in a live export situation to ensure seamless implementation.
  • The plan is to particularly benefit MSMEs and up-coming exporters with flexibility and quicker access to the world markets without having to exclusively depend upon cargo shipments.
  • GJEPC has put up a specialized airport office for providing assistance to the members under new hand-carry procedures, and the Directorate General of Systems is going to issue the Standard Operating Procedure (SOP) for the exporters soon.
  • Industry captains welcomed the step as a "new era" for India's jewellery industry, strengthening the nation's position as an international jewellery hub and aligning with the government's vision for export growth.
With this move, Mumbai becomes a gateway to India's high-value exports, with the promise of ease, efficiency, and opportunity for the country's jewellers.
