China is accelerating its artificial intelligence (AI) development while positioning itself as a key partner for the Global South, blending technological ambition with a vision for inclusive global growth. President Xi Jinping’s recent visit to Shanghai underscored this dual agenda, as he called for breakthroughs in AI and urged the city to become a global hub for technological innovation. Xi’s hands-on engagement with AI startups and advocacy for supportive policies reflect China’s determination to lead in both AI research and governance.
China’s approach is rooted in its structured “Next Generation AI Development Plan,” which aims to make the country a global AI leader by 2030. This plan emphasizes robust infrastructure, responsible governance, and the integration of AI into key industries, supported by expansive 5G networks and green data centers. Recent breakthroughs by Chinese firms like DeepSeek have narrowed the gap with global leaders, making AI more accessible and commercially viable-even in regions with lower digital infrastructure.
On the international stage, China’s strategy goes beyond technology exports. Through the “Digital Silk Road” and high-quality Belt and Road cooperation, China is delivering affordable AI-powered products, digital infrastructure, and training to developing economies. Initiatives include smart agriculture in Africa, logistics optimization in Southeast Asia, and energy transition partnerships in Thailand, all tailored to the needs of partner nations.
China also champions responsible AI development, advocating for open data flows, ethical standards, and inclusive governance. By supporting research centers, scholarships, and youth leadership programs, China is fostering talent and sharing the benefits of AI-driven modernization across the Global South.
